[annotation] IMP doc still needs update

Our curators continue to be mislead by the IMP evidence code 
documentation. The second bullet states that the following is acceptable 
usage for IMP.

Overexpression/ectopic expression of wild-type or mutant genes

I think we have all agreed for the better part of a year now that we use 
IDA when a wild-type mRNA is introduced into a cell (for example) and 
something is deduced from the effect of this.   In contrast we use IMP 
when a mutant mRNA, inlcuding a constitutively active mutant mRNA, is 
introduced into a cell.

Can I make one final plea that this doc be updated ASAP to reduce curator 
confusion.....pleeeeeeaase??
