[Annotation] filtering IEA translations?

Hi Doug,

SGD doesn't filter any of the IEAs either. But when I see IEAs that look 
incorrect, e.g. they come from an InterPro domain mapping and it is known 
that the SGD protein has or is related to that domain, but it is also 
pretty clear that it doesn't have the suggested activity, I submit items 
on teh Annotation Tracker about the issue, so that either the mapping, or 
maybe the INterPro domain can be improved.
