epigenetic reg. & development

Hi,

SF 1477662 has (indirectly) raised a question in my mind: does epigenetic 
regulation of gene expression always occur in a developmental context? The 
relationships currently in GO imply that it is:

   development ; GO:0007275
   [p] regulation of gene expression, epigenetic ; GO:0040029

could anyone who knows this stuff please comment on whether this is OK?
