Organ number: input needed please

You asked for input..so here is my fish-centric input on flower petals.

The structure you show under "Current proposed structure" seems to imply
that each petal of the flower is an organ. In my plant-naieve view it
seems like the flower itself would be the organ and the petals would be
parts of the organ..kind of like lobes of the liver or something.

I like the structure you suggest at the bottom as it is more direct and
appears to address more directly the observed role of the mutant genes
in regulating petal number.
