[go] annotation submission date

What the script that makes the table does is look at the date on the  
file in the main repository.  For the filtered files it has long shown  
the date of the last modification to the filtered file.  It can be  
because old IEAs are removed, obsolete GOIDs are removed, or the  
result of filtering a new file added to the submission directory.   
What is shown is the date of last modification for the file provided  
via the hyperlink.  You may debate the wording.  The table format was  
updated about a year ago.

The idea simply being is there a new version of the file, technical  
there is if the filtering script caused a change.  There is a new  
version is CVS.

The last change to the pombe file in the submission directory was on  
October 8th and committed by Martin.  The last change to the file that  
is available via the table for download is November 24th.
