Actually there are two:

I don't see any need to explicitly forbid combining qualifiers, but  
care must be taken that the resulting combination means what the  
curator thinks it means.

It wouldn't be a bad idea to explicitly list every possible  
combination and give an example of possible use, or state that this  
combination is forbidden.
