[go] Refined is_a relationships for 'regulation' terms

Dear Everyone,

We (Chris, David and I) have just committed a new version of the
gene_ontology_edit.obo file that refines the is_a relationships
between 'regulation' terms and their is_a parents by placing the terms
under more specific parents and deleting the more general parents.
This analysis also created is_a links that were missed in the initial
term creation phase.
