[Go] daily SF digest emails

Hi Mike,

Unless you get a storm of opposition from others, I'd be inclined to 
continue sending the go-curator-tracker messages to the GO list -- the 
original reason for doing the digest emails was to provide some means, 
briefer and saner than sending *all* of the SF tracker-generated mail, of 
alerting anyone in GO to SF items that they might want to watch.
