[Go] decision on Re: Alert: proposal to obsolete GO:0034423

Dear GO,

Comments made in response to this proposal have led to the decision that 
GO:0034423 will not be made obsolete. Thanks to Chris for stating the case 
for its inclusion. I've added a comment to help avoid misleading 
annotations.
