[Go] replaced_by and consider IDs added

At the suggestion of Emily Dimmer and Esther Schmidt I've extended the  
reporting on obsolete GOIDs by the filtering script.  The -d and -e  
options will now provide the replaced_by and consider IDs stated in  
the OBO file. For example,

27094: GOID column=5 obsolete GOID: "GO:0006512"; Consider these GO: 
0016567|GO:0016579
27127: GOID column=5 obsolete GOID: "GO:0009003"; Replaced by GO:0008233

In CVS the new version of filter-gene-association.pl is revision 1.77
