[Go] addition of localization specific process terms ?

We are discouraging any more new terms of the kind 'regulation of gene X
mRNAtranslation '.  When column 16 goes live, we will merge the current very
specific term 'regulation of translation of oscar mRNA'  into the parent
'regulation of translation' and the id for oscar can go into col 16.
