[Ontology-editors] Cellular component 2.0

I don't think we're waiting for anything besides OE2 release.
>From an editing perspective, all I need to know is:
- which file(s) to load
- how to configure the save
- which file(s) to commit
- when to switch over to the above
And of course it would be very helpful to have biologist-friendly, natural
language definitions/explanations of the new relations.
Is there anything else you need from us to formulate a plan?
