I don't think so, at least until the dbxrefs have been moved to a  
valid term. There are many dbxrefs only attached to an obsolete.

There may be dbxrefs that cannot be moved to a valid term, in which  
case it should stay attached to the obsolete forever, in order to say  
"we believe this external xref cannot be accurately mapped to GO"
