I think I must have missed that thread, but I see what you mean from the 
defs of the terms.

I actually always understood anatomical structure formation to refer to 
the formation of a multicellular structure. In my mind this was the 
process whereby a small number of cells in a stem cell population or 
meristem cell population acquire a separate identity as a new 
multicellular anatomical structure, as a consequence of gene product 
activity. This is a clearly defined development process and, as I 
understand it, is totally different from the processes by which 
subcellular structures are formed. Although we made an extensive 
overhaul of the development terms a few years ago, we didn't have time 
to do the formation terms so they may still need some work.

David, were you involved in the discussion that led to this conclusion? 
Did you have a different view?
