I think so. If you look at the def of GO:0016043 (cellular component 
organization) is basically means the morphogenesis of a cellular component.

Yes, if you read the def of GO:0022411 (cellular component disassembly) 
it describes the regression of an anatomical structure (the cellular 
component)
