[Ontology-editors] freeze for regulates links

Okay - we really need to clarify what's happening to which files here. 
The wiki page linked from the original announcement 
(http://wiki.geneontology.org/index.php/FP-regulates) says:

"Which files will be affected?
Both of the OBO format ontology files (gene_ontology_edit.obo and 
gene_ontology.obo) will be affected by this change, as will the 
database. The only files that will be unaffected are the deprecated GO 
format files."

But according to the README this isn't true any more, and only 
gene_ontology_edit.obo and gene_ontology.obo won't ever have the 
inter-ontology links.

GOA took us at our word from the original email and had stopped loading 
the GO files until they could deal with the new links - other users may 
have done too, not good.

To add to the confusion the new regulates links did appear briefly in 
gene_ontology_edit.obo yesterday.

Can someone who knows a bit more about this make a new announcement to 
GO friends clarifying what's going to appear where please?
