[Ontology-editors] has_part test file

Hello,

I have created a branch file, go/scratch/spliceosome.obo, for testing 
has_part relation with spliceosome overhaul. The file has a bunch of new 
terms, and I've used has_part relationships for most of the new terms, and 
to rearrange some of the existing terms. I've asked Karen C and Alan 
Bridge (UniProt-SIB curator who originally requested the terms we're using 
in this test) to look it over for biological content. It seems to look OK 
in OBO-Edit ... have a look!
