[Ontology-editors] Adding the first function-process links to GO

Hi everyone,

Heads up!

We will start adding function-process part_of links to the GO starting on
Monday, May 4th.  These links will be added to the gene_ontology_write.obo
file and propagated to the gene_ontology_ext.obo file.  They, like all other
inter-ontology links, will be STRIPPED from all other files that are derived
from the ext.obo file.
