[Ontology-editors] Moving stuff to the wiki...

None of the links/instructions in 'Setting up a SourceForge account'
on http://www.geneontology.org/GO.requests.shtml work any more.
Obviously gets really well-used as no-one's complained! Should be
pretty easy to fix those links.
Everything else on that page looks ok except I think the Guidelines
for curators section should be moved to the wiki, keep the website
largely for external user stuff
On the SourceForge links page, the New user registration link is out-
of-date, otherwise looks ok. Perhaps remove 'integrity checks' from
the tracker list.
